We adopt a structured, standards-based approach to quality management, guided by internationally recognised frameworks such as ISO and tailored to meet customer-specific requirements. Our Quality Management System (“QMS”) spans the entire value chain, rom procurement and production to testing and delivery, ensuring robust process control, regulatory compliance, and consistent customer satisfaction.
Quality is treated as a shared responsibility and a core driver of business resilience and operational excellence. SAMEE Group emphasises real-time monitoring, continuous workforce training, and digital enablement to foster a proactive quality culture. Tools such as visual dashboards at workstations, automated inspection systems, and electronic traceability platforms are employed to detect deviations early, strengthen accountability, and support data-driven decision-making at every stage of the process.
Our quality strategy is anchored in a set of interdependent focus areas that work in unison to uphold consistent, high performance standards across all operations. This includes maintaining certified QMS frameworks aligned with ISO standards and customer requirements; conducting regular audits and applying Process Failure Mode and Effects Analysis (“PFMEA”); and using structured feedback loops to address root causes and drive preventive action. Digital tools such as statistical quality control systems and carousel-guided assembly processes enhance precision, traceability, and real-time performance insights.
The Group’s quality culture is reinforced by structured training and employee ownership, championed from senior management to shop-floor teams. Programmes such as the Quarterly Quality Incentive Scheme reward outstanding quality adherence, supporting an environment where excellence is both expected and recognised. SAMEE also prioritises harmonisation of quality standards across operational sites, ensuring consistent execution through coordinated internal reviews and independent third-party audits.
SAMEE Group advanced its quality agenda through a series of impactful initiatives. The Quarterly Quality Incentive Scheme, first launched in FY2023, was expanded further to achieve improved quality outcomes. Quarterly corporate audits were conducted to assess adherence to ISO requirements and internal benchmarks. The Group also rolled out automated inspection systems to enhance precision and consistency, especially in high-mix, low-volume manufacturing environments.
To strengthen workforce capabilities, SAMEE Group integrated a dedicated Quality Module into its New Hire Orientation Programme, ensuring that new employees are aligned with the Group’s expectations from day one. In addition, existing staff completed refresher training on CAPA and PFMEA, reinforcing a culture of ownership and continuous learning.
Customer engagement continued to play a vital role in quality assurance. Satisfaction surveys and performance scorecards were regularly reviewed during Quarterly Business Reviews (“QBRs”) with senior leadership. Client site audits validated product integrity, with SAMEE Group receiving multiple Supplier Excellence Awards in recognition of our consistent and customer-aligned quality performance.

In FY2025, SAMEE Group demonstrated consistent and reliable performance in customer satisfaction, on-time delivery (“OTD”), and product conformance across its operations. This achievement reflects the Group’s strong quality management culture and operational discipline, which continue to position SAMEE as a preferred partner in the global supply chain.
During the year, SAMEE Group was recognised by key customers through multiple accolades, including the awarding of Preferred Supplier Status and formal recognition for exceptional product quality and delivery reliability. These endorsements are a testament to the Group’s commitment to meeting and exceeding client expectations.
In FY2025, the Quality Incentive Scheme continued to gain momentum, recording a 50.4% year-on-year increase in disbursed incentives. This notable growth highlights the heightened sense of ownership and accountability for quality outcomes among employees and operational teams. Internal quality metrics showed steady or improving performance across critical indicators, including lower defect rates, more timely execution of corrective actions, and a more rigorous application of root-cause analysis protocols. These improvements reinforce SAMEE’s commitment to driving continuous quality enhancement across all sites.
Throughout FY2025, SAMEE Group also maintained full compliance with third-party audit requirements, sustaining its certifications under ISO standards, AS9100, and NADCAP. All audit assessments were completed without any major non-conformities during third party audits, reaffirming the Group’s ability to meet stringent regulatory and industry-specific quality standards.
Importantly, there were no product safety-related legal proceedings resulting in monetary losses during the reporting period. This outcome reflects the Group’s proactive risk management measures, stringent safety protocols, and adherence to robust product design and manufacturing standards. Together, these results underscore SAMEE Group’s continued focus on operational excellence, customer trust, and product integrity as core pillars of its sustainable growth strategy.

Marketing and Labelling

SAMEE Group is committed to providing accurate, transparent, and responsible product and service information to our customers, while maintaining compliance with applicable regulations and voluntary codes across our markets. Although detailed product labelling is not currently required across all operations, relevant sourcing and safety information is embedded within the Group’s internal ERP system and available upon request for traceability purposes.
SAMEE Group confirms that all product components are sourced through approved supplier lists and are documented for traceability. Substances with potential environmental or social impacts are declared in accordance with international requirements such as REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals, EU), particularly within Singapore operations, where additional approval requirements apply. However, information such as safe use and disposal of the product is not currently labelled or disclosed as it falls outside the scope of the Group’s current regulatory obligations. During the reporting period, 100% of significant product and service categories were assessed for compliance with internal labelling and sourcing procedures, demonstrating robust governance over material sourcing and product content management.

SAMEE Group’s commitment to ethical business conduct is deeply embedded in a structured governance framework that promotes transparency, accountability, and a zero tolerance stance on corruption. Our approach to ethics and compliance goes beyond regulatory fulfilment; it is designed to foster a culture of integrity across all levels of the organisation and geographies in which we operate.
Oversight of ethics-related matters is led by the Board of Directors, with strategic guidance provided by the Risk and Sustainability Committee. Operational execution is driven by the Legal, Internal Audit, and Procurement departments, which play an instrumental role in ensuring that compliance standards are effectively implemented across all functions. All employees, including senior management, are required to acknowledge and adhere to the Group’s Code of Business Conduct and Ethics, which outlines expectations in key areas such as business integrity, the prevention of conflicts of interest, ethical interactions with third parties, and the responsible use and protection of company assets and data. These policies are periodically to ensure alignment with evolving legal requirements, including Section 17A of the Malaysian Anti-Corruption Commission (“MACC”) Act 2009.
SAMEE Group’s ethics and compliance strategy is underpinned by a structured framework that promotes accountability, transparency, and ethical conduct across all levels of the organisation. Governance oversight is strengthened through clearly defined roles and responsibilities, which cascade from the board to each business unit. Awareness among stakeholders is cultivated through regular and tailored ethics training programmes for employees at all levels, including external business partners. Our grievance mechanisms are accessible, secure, and anonymous, ensuring that all individuals feel safe in raising concerns and that whistleblowers are protected against retaliation. The Group’s suite of policies, including those governing anti-bribery, gifts and hospitality, whistleblowing, and procurement, are regularly reviewed and enhanced to reflect global best practices. To complement these preventive measures, corruption risk is continuously monitored through internal audits and the integration of Anti-Bribery and Corruption metrics within operational risk management processes.
SAMEE Group maintains a zero-tolerance approach to bribery and corruption. This principle is operationalised through annual anti-bribery training, particularly for employees in high-risk roles such as procurement and finance, ongoing compliance reviews, and a whistleblowing mechanism that is accessible to both internal and external stakeholders. New employee onboarding includes comprehensive orientation on ethics and compliance, while governance policies are periodically updated to ensure relevance and regulatory alignment. These efforts reflect our commitment to fostering a proactive compliance culture, one that treats ethics as an organisational value, not just an obligation.

The Group’s Code of Business Conduct and Ethics serves as the cornerstone of our ethical framework. It applies to all employees across functions, subsidiaries, and regions, and provides clear guidance on personal conduct, data privacy, confidentiality, fair competition, anti-trust compliance, and respectful workplace behaviour. The Code is embedded through various engagement channels, including orientation programmes, annual refresher training, and internal communications campaigns. All employees affirm their commitment by signing the SAM Employee Agreement, reinforcing personal accountability for ethical conduct.
Underlying this framework is a strong set of Core Values that guide every business decision, leadership action, and stakeholder interaction. These values, centred on value creation, integrity, righteousness, courage, commitment, compassion, and service to others, are not only embedded in our policies and procedures but actively reinforced through leadership accountability and ongoing employee engagement. In FY2025, SAMEE Group continued to uphold a zero-tolerance policy toward bribery and corruption across all jurisdictions in which we operate. This commitment to business integrity is deeply embedded in our governance culture and predates the enforcement of Section 17A of the Malaysian Anti-Corruption Commission Act 2009. We remain aligned with prevailing national regulations and governance expectations. To reinforce this stance, we conducted corruption risk assessments across 100% of our operational sites and provided comprehensive anti-corruption training to all employee categories, including management, exempt, and non-exempt staff. SAMEE recorded revenue of RM1,480 million in FY2025, representing a year-on-year decline of 1.1% compared to the previous financial year. Further details on the Group’s financial performance are available in the Management Discussion and Analysis section on pages 19 to 24.

Rather than pursuing rapid or speculative transformation, we focus on incremental, cost-justified improvements that align with customer expectations and support operational resilience. Innovation at SAMEE Group is always approached through a “fit-for purpose” lens, ensuring that capital investments are results-oriented, technologically appropriate, and compatible with our core engineering strengths.
Our innovation framework is guided by four strategic considerations: sustaining operational continuity through automation and process stability; enabling collaborative product development with clients through customised tooling and specification alignment; enhancing digital visibility via ERP and planning tools for cost control and traceability; and improving environmental performance through smart planning systems and energy-efficient solutions. Technology governance is overseen by the Group COO and anchored in risk-based planning endorsed by the Risk and Sustainability Committee.
In line with our strategic objectives, SAMEE Group is focused on strengthening operational resilience through measured automation, particularly in high-mix, high-precision manufacturing environments. We aim to support real-time decision making by integrating ERP and planning platforms, pursue co-development projects with strategic clients in the aerospace and semiconductor sectors, and expand digital and engineering capabilities across our regional operations to enhance agility and competitiveness. To support these goals, SAMEE Group has implemented several initiatives to deepen digitalisation, enhance process control, and boost productivity. A key advancement was the Robotic Automation Project, which improved production efficiency and ensured consistent quality in complex component assembly processes. In parallel, carousel systems were introduced to improve guided assembly accuracy and reduce manual handling risks, resulting in optimised material retrieval and workflow precision.
We expanded our ERP system integration across procurement, finance, and production scheduling, reducing data redundancy and strengthening procurement forecasting. Digital visual guidance systems and robotic arms were deployed to enhance process consistency and quality assurance in high-mix, low-volume manufacturing environments. These technologies support SAMEE Group’s long-term goal of maintaining quality excellence while improving throughput and flexibility.
As part of our Business Continuity Plan, two new facilities in Thailand commenced pilot operations in FY2024. Designed from the ground up with automation readiness and quality traceability capabilities, these facilities will be progressively scaled to full production in the coming years. In support of our environmental goals, SAMEE Group also introduced material simulation and planning software to reduce excess inventory and optimise transportation efficiency. Solar PV systems were installed at selected facilities, complemented by EV charging infrastructure as part of our low-carbon transition strategy.
Collaboration with clients remained integral to our innovation process. Strategic co-design initiatives with customers in aerospace and semiconductor sectors led to the development of tailored component tooling and upgraded precision engineering capabilities. Internally, we continued to foster a culture of operational excellence through structured recognition programmes such as the Quarterly Quality Incentive Scheme, rewarding employees for outstanding achievements in quality and process performance.
To ensure alignment with quality objectives and operational standards, SAMEE Group conducted regular corporate process audits and quality system compliance reviews across all sites. These efforts further reinforced governance, traceability, and cross-site consistency in process execution.

SAMEE Group adopts a structured approach to IT and cybersecurity governance, recognising its critical role in protecting data integrity, ensuring operational continuity, and maintaining stakeholder trust in an increasingly digitised business environment. Our strategy is underpinned by principles of risk minimisation, system availability, user accountability, and compliance with applicable data protection laws across all jurisdictions in which we operate.
Cybersecurity oversight is centralised under our Corporate IT, which is supported by external consultants and periodic compliance reviews. IT infrastructure is designed with redundancy, security, and disaster recovery in mind, while access to mission-critical systems is tightly governed through role-based permissions, user activity monitoring, and escalation protocols.
To protect sensitive and business-critical information, SAMEE Group enforces encryption standards, firewall protection, and cloud-based backups where applicable. All digital systems undergo both internal and external vulnerability assessments to identify and address potential security gaps. Our multi-layered defence approach extends beyond technology to include people and processes, with strong emphasis placed on user education and behavioural risk reduction.
Our cybersecurity and IT governance strategy is structured around five core focus areas:

  3. User Training and Awareness – Cybersecurity briefings, phishing simulations, and IT policy refreshers are conducted regularly to reduce human-related risks and instil responsible digital behaviours.
  4. Disaster Recovery and Business Continuity – SAMEE Group follows the 3-2-1 Backup Rule, maintains offsite backups, and tests system restoration procedures annually to ensure business resilience in the event of a cyberattack or IT failure.
  5. Policy Enforcement and Audit – Our cybersecurity policies are formalised and enforced through regular internal audits, with a structured approach to reporting, remediation, and compliance tracking.
In FY2025, SAMEE Group implemented several initiatives to strengthen our cybersecurity posture. Multi-Factor Authentication (“MFA”) was enforced for all administrator access, particularly to safeguard remote and hybrid work environments. Email security was significantly enhanced through the deployment of an enterprise class email gateway solution and the implementation of Domain-based Message Authentication, Reporting and Conformance (“DMARC”) protocols to prevent domain spoofing and reduce phishing threats. All new hires underwent Cybersecurity Awareness Training and were briefed on IT Acceptable Use Guidelines during onboarding. In addition, all employees completed annual compliance modules through SAMEE Group’s internal platform, reinforcing knowledge of evolving threats and personal responsibilities.
To test and improve our defences, we conducted vulnerability assessments, social engineering simulations, and cybersecurity gap analyses across our internal systems and third-party interfaces. These exercises identified improvement areas that were promptly addressed, including closing legacy system exposures, enhancing endpoint security controls, and hardening system configurations across operating units.
SAMEE Group also enhanced backup resilience by extending data retention periods and implementing robust restoration validation processes. Backup and disaster recovery protocols were tested to ensure rapid response readiness, particularly in the context of rising ransomware and data breach risks. Real-time security bulletins, system tips, and threat alerts were also disseminated via our internal mobile platform, SAM eHub, to maintain awareness and engagement across the workforce.
Through these integrated and proactive measures, SAMEE Group continues to elevate its cybersecurity maturity, protect stakeholder interests, and ensure that our digital ecosystem remains secure, resilient, and fit for the future.

In FY2025, we upheld our commitment to customer privacy and data security, ensuring strict compliance with data protection regulations and internal governance frameworks. A key milestone was the successful achievement of ISO/IEC 27001 certification for our Singapore sites, demonstrating our adherence to internationally recognised standards for information security management. To ensure comprehensive coverage across all operations, the Group is progressing towards ISO/IEC 27001 certification for its Malaysia and Thailand sites.
As a testament to our robust data protection measures, no substantiated complaint from external parties, regulatory bodies, or internal investigations concerning breaches of customer privacy or losses of customer data was received. By maintaining zero incidents in FY2025, SAMEE Group reaffirmed its commitment to safeguarding customer trust, strengthening regulatory compliance, and upholding the highest standards of data privacy. This outcome reflects the successful achievement of our internal target of zero data breaches.

Supply chain management

SAMEE Group adopts a structured, risk-informed approach to supply chain management that balances commercial prudence with our commitment to sustainability, ethical conduct, and inclusive economic development. Anchored by the principles of transparency, resilience, and responsible sourcing, our supply chain governance framework is designed to uphold stakeholder trust, support local economies, and safeguard business continuity amid a rapidly evolving global procurement landscape.
Sustainability and governance considerations are embedded throughout our procurement lifecycle, including supplier selection, engagement, and contract enforcement. All key suppliers and contractors are regarded as strategic partners and are required to comply with the Group’s supply chain standards. These expectations are formalised through a Letter of Conformance, affirming adherence to SAMEE Group’s requirements on quality, occupational health and safety, labour rights, environmental management, and ethical business conduct.
In response to heightened exposure to geopolitical tensions, environmental volatility, and material shortages, SAMEE Group has reinforced its supply chain resilience through source diversification, digital procurement solutions, and proactive risk management practices. Critical materials are sourced from regionally diverse, qualified suppliers to reduce single-source dependencies and enhance production continuity. These suppliers are screened, onboarded, and continuously assessed through a structured Approved Vendor List (“AVL”) framework, which is supported by regular reviews, supplier scorecards, and quarterly compliance tracking.
Our procurement strategy reflects a strong alignment with sustainability principles. We prioritise vendors that demonstrate responsible EESG performance, support local sourcing where feasible to minimise upstream emissions, and promote community-based economic inclusion. Looking ahead, SAMEE Group will continue to strengthen our environmental commitments through a structured, risk informed, and performance-driven approach. Key focus areas include the expansion of rooftop solar installations, and the scaling of targeted energy audits to guide performance-linked infrastructure upgrades. Efforts are also underway to enhance data tracking systems and foster site-level engagement through awareness campaigns and incentive-based programmes. In parallel, we aim to increase the granularity of our Scope 1 and Scope 2 greenhouse gas emissions data, while progressively initiating partial Scope 3 emissions mapping, beginning with material categories such as employee commuting and business travel, to better quantify our broader emissions footprint and strengthen our overall climate accountability.
SAMEE Group will continue to prioritise the development of a safe, inclusive, and high-performing workforce. To further embed our safety culture, we will strengthen tracking of inspections, near misses, and training hours. Role-specific training enhancements will be made for both exempt and non-exempt staff, guided by international EHS standards such as ISO 45001, to ensure readiness across our global operations.
On workforce development, we aim to expand digital learning content for increased accessibility, implement structured training roadmaps, and align learning KPIs with business outcomes. Succession planning, total rewards review, and employee engagement mechanisms will be enhanced to retain talent and foster a more agile, future-ready workforce. We will also continue to uphold fair and responsible labour practices across our supply chain by improving supplier assessments, enhancing awareness of workplace rights, and upgrading our digital HR systems for better visibility and control. These steps are designed to safeguard human dignity and support inclusive growth throughout our value chain. On the customer front, SAMEE Group will digitise feedback mechanisms, improve CRM tracking of service quality, and expand EESG considerations within customer engagement frameworks. These efforts will enable us to respond to dynamic market needs while reinforcing our reputation as a reliable, ethical, and high-quality solutions provider.
Economically and from a governance perspective, SAMEE Group will remain focused on embedding financial sustainability and ethical practices across our operations. This includes integrating sustainability-linked financial planning into business decision-making, factoring in energy costs, carbon exposure, and EESG-linked risks, and building performance ownership across business units.
To support operational excellence and innovation, we will scale the use of predictive analytics for process optimisation, strengthen engineering innovation with strategic clients in high-value segments, and evaluate emerging technologies for energy efficiency, traceability, and precision. Regional talent upskilling across Malaysia, Singapore, and Thailand will continue to ensure digital fluency and technical readiness.
On governance, we are committed to upholding the highest standards of ethics and integrity. We will enhance due diligence for third-party engagements, particularly in high-risk areas, and roll out refresher training to reinforce ethical decision making and anti-corruption awareness. Ongoing awareness campaigns across our subsidiaries will further strengthen our zero-tolerance stance on unethical conduct and maintain stakeholder trust.
